I have this same Excell 2600 pressure washer and I had the same problem after using old gas and leaving it sit idle for 4 months after using it only once. When you pull out the choke you are dumping raw gas in the engine and bypassing the carburetor. Even though you drain the gas tank there is still gas in the carburetor and float assembly. I took it to an Authorized repair shop and they tried cleaning the carburetor and finally ended up replacing it. Cost me some bucks. Good Luck
A couple of things....
Clean the air filter and make sure it is dry.
Check for any springs that have come off of the linkage.
With compressed air, blow out the carburetor.
Clean and clear out the fuel tube from the tank to the carb housing.
Be sure you have proper oil level.
Out of what you have said...it is something in the carburetor....probably needs a flushing with air.
