The wand would dispense water for a few seconds and then shut down, complete with red light. If by descale the boil coil you mean run descaler throught the actual coffee maker part and not just the wand like it says in the directions, then we did that.
Major scale had clogged the water lines from the pump, and descaling seems to have solved the problem for the most part, although the knob that regulates the quantity of coffee dispensed no longer works (just keeps dispensing and doesn't respond to any adjustment. If we turn it all the way down it dispenses a half cup), and there seems to be more water than usual in the dregs box.
I can live with all this as long as it doesn't indicate something about to go seriously wrong, and I would love to know how (if) it is related to our initial trouble. For the record, we have sworn an oath never to use our tap water in the machine again. It is the hardest water on earth.

Lubricate the brew unit with a food safe grease this should help. The brew unit becomes stiff and fail to load up fully this stops the water being dispensed

For the steam check the end of the nozzle to make sure it is not blocked. For the coffee run a coffee using the pre ground method but without coffee grounds, if water comes out then grinder is too fine, if no water remove brew unit and clean top shower screen, you might have to clean tube leaving from shower to discharge.
Sounds like the brew unit is blocked, to be sure try this, use the pre grounds button to brew a coffee, if no water comes out then it is the brew unit, remove unit and look under red o-ring, you will see a shower screen, clean shower and tube that flows to the discharge(top, you will have to remove the 2 screws up there, be careful not to lose the small plastic ball under the spring). Reassemble and try again.
I switch the machine on and the green light (number
24) flashes to indicate it is warming up but it never gets there it just
keeps flashing for at least half an hour.
Try this press the button for ground coffee then when it lights up press the coffee brew button, if water flows normally then the grind on the grinder needs to be adjusted coarser, if no water then the screen on the brew unit is blocked.

have you descaled the boil coil?
do you get steam out or hot water out the wand?
