A "STOP" MESSAGE in white letters behind a blue background?
If it's a sata message (hard drive error message), this means that your harddrive is dead or about to die. Most likely its already dead, this error means also that the harddrive cant be read anymore.
Call Dell if under warranty. Start shopping for a replacement hdd if outside of warranty. You'll need your OS disks that came with computer (hopefully). If you don't have OS/recovery disks, you can get them from Dell or even using somebody elses (match version with sticker on your laptop).
Check the hdd connection underneath laptop - make sure cable is not loose, etc.
