usually means that there is a blockage in the travel area of the fan intake if you cannot see any blockage then regretably it would have to be a service call due to having to disassemble or replace the board that controls the motor control. also could be a sensor but more than likely a blockage.
If you can have an electricain check to make sure the wiring is all good that would be a start. It is NOT uncommon for a wire to come loose. If that is OK then you need a new fan. If the fan is not working or working properly then the unit will not work at all. With out the cooling fan the oven could overheat and start a fire.
