More than likely there is a loose connection somewhere. It could be at the batteries, the joystick or both. First I would need to know if it is an Alante or an Alante Jr.

If you cannot reach local Technical support, Contact Golden Technologies at 800-624-6374 for assistance. Was the power chair working, then stopped? Are there any flashing lights? Have you charged the battery?

1st off, Medicare only pays 80% of the cost of the chair and they set the price. Typically you will have to pay around $900. I would suggest that you look at the Pride mobility Traveller, the Golden Tech Alante Jr and the Merits Health Travel ease.
Depending on your joystick that is either a right brake fault or a controller fault. Try turning it off, pull both brakes out of and back into drive mode and then turn it back on. If that doesn't fix it then you may need to get a tech out there to look into it.
