Says primary hard drive not found you mean? You can't get into the BIOS or you can? I would check the jumper on the hard drive is set to master, and check the connection of the IDE or SATA whichever hadr drive you got.
If you place your OS cd/dvd in the tray while the computer is on, then shut down the computer, upon reboot it will boot off the OS cd/dvd. Thank you, Dana
Make sure that the rear jumper on the hard drive is set to Master
Go into the bios by hitting F2 (On most systems , look out for the F? key when the machine first boots up )and set the first drive to be the CD/DVD drive, save
Put the operating system disk into the tray and close the tray up power the unit down and then put it back on again.
If your OS disk is a full bootable version it will spin up and ask you if it should format the hard drive say yes and then follow the instructions
You may need to run an ASPI update to get it to see the drive

Adaptec's web site has a new version of the Updater (v4.71.2)
Depending on the age of your scusi card Windows 7 may not see it anyway
Go to the Adaptec site and download thier F6 installation routine, this should tell the machine what it is dealing with.
You need to copy the info from that site onto a floppy or a CD and follow the instructions
Problem with scusi is that they are always a pain in the **** to get running

I am not sure if the rear jumper is set to master how do i tell this for sure, i have it pluged into the master scsi and the hard drive is showing in the bios i know how to boot from dvd/cd i want to see the hard drive first when i us start up the machine normaly .i have allready booted form the cd and used ubuntu but it has nowere to be installed.

I am going to put windows seven on the machine how do i run that program or is that for linux.how can i run any program untill i get an OS on the machine.

I had a look at that site you sent me and nothing they are saying matches up to my machine What i need is a clear step my step instuction eg. try this and if that does,nt work try that,I know its hard to give instructions when its off hands
dell power e1600 can not find my new scsi hard drive it is saying no primary hard found and i want to put an os on it ,The hard drive is showing in the bios in the boot sequance but not when i start the computer normaly
