No, a quarter sized blank area around boat on lowest 1/8 mile range is normal. The dome cover is available for just over $100., so why risk a leak?

Assuming you have the right magnetron for the right model radar, you desolder the two leads, remove the 4 or 6 mounting screws and reverse the process for the new maggie. Let radar run in standby for 30 minutes before going to transmit. Most Furuno radars have auto-tune and will tune itself to new magnetron.
If the unit is new and never been set up post installation, that's probably your problem. You have to go into the Installation Wizard and set the unit up properly. There are multiple choices of displays and scanner units to select to obtain the configuration you have. Then the radar has to be optimized (auto-tuned). If you don't have access to an installation manual and feel confident yourself, you'll need to contact a local Furuno authorized dealer or call Furuno USA tech support and they'll walk you through it. depending on the type of boat you currently have it mounted on, you may be out of range. Also your radar may need tuning and make sure your rain and seaclutter is not too high. Make sure the rain clutter is off. If the radar is mounted on a sailboat and you're having this problem, it's most likely the height unless it worked before in which case it could either be the display or the radar components. Magnetrons which run the radar also have a life.
yes the cable should be replaced
if you are lucky, the unit is still OK (display)
Try the new cable, draped across the boat before rigging. If fault exists with new cable, replace system, or find a new display on ebay
