I have one of GRX-TVI connected with 0-10v current source dimmer, but fail to dim my 24v led light strip, what should I do?

I see one definite issue here, and possibly a second...

First, the TVI isn't controlled by a 0-10V dimmer, it needs to be controlled by a line-voltage dimmer (usually one that's rated for fluorescent dimming ballasts). The point of the TVI is to convert a line-voltage dimming signal into a 0-10V dimming signal. If you already have the 0-10V dimmer, you shouldn't need the TVI.

Your potential issue may also have to do with LED/dimmer compatibility. In some systems the light fixture sources the current, in other ones, the dimmer does - and the wrong combination can causes errors. Regardless, I suggest getting the make

If you can't turn them off, then chances are that the dimming element within the master dimmer shorted. Some dimmers can get triggered by a hellacious bulb blow-out where a surge of current will ruin the semiconductors in the dimmer and, basically, short it out. If that's the case, I can't guarantee that nothing was broken in the companion, but zero dimming capability usually means the master dimmer.

Also, because its shorted, there's not voltage left around for the dimmer's to use to power up themselves - that's probably why the LEDs on neither device are turned on anymore. Replacing the dimmer should fix that.

The answer is NO. You need a Trailing Edge dimmer to control LEDs.

The Phillips master LED spot manual says

The Legrand pro21 manual does not say anything about being a Trailing edge dimmer.

LEDs cannot be dimmed as ordinary incandescent (tungsten) bulb.

Yes this is not unusual. Any triac conrol device must have a load large enough to turn it off. I have some switches operating compact flourescnts that do the same thing. My cure was to add one incandescent lamp on same switch, and my load devices work fine too.

If you put a CFL in it, they are not dimmable. If it is a standard light bulb, it should not affect the dimmer.
