We have a toshiba tv that has a black banner at the top and bottom of the page and we have to hit it all the time... we opened up the tv to try and fix it.... please help?

Hello! Try to push "display" button on TV's remote control. If no luck: enter TV's main menu, "setup" paragraph, look for "information banner" or similar. disengage it. Or: turn "captions" off. Could be in a "setup" menu or on remote control, "captions". Good luck, Alex.
Try pushing the FN button, next to the left CTRL button, and then hit the F5 key at the top. By the number of times you hit the F5 button, you are telling the computer to display on its lcd screen, on the monitor (TV), both, or neither.
When you had the black screen on your TV, did you have a banner on the top of the screen displaying the channel and information about the channel? If so, then unplugging the receiver from the electrical outlet for 10 seconds and plugging back in will resolve that issue.
If you had the black screen without the banner, it is a different issue. Please let me know if you had any other messages on your TV screen (No signal, weak signal, etc.).
To change banner ,,You hit menu button and go down to settings & tools,,thenscroll down to display settings,,once you push that you will see banner ,,open that up and theres your banner options ,,goodluck
If you get the banner, I'd say you have a working TV. You don't say if you have a VCR or DVD hooked up. If you do see if a movie will play alright. It must be the cable.
*note it is never safe to open a tv to self service when it is plugged in. it can cause serious bodily harm,injury or death. and is best to leave to proffesionals.
do you see any blown capacitors on the pcb boards. that are puffy or bulged on the top? any fried black singes on the bottom? i assume your tester is a voltometer? if so then you can try to bypass the power button by jumping it from 2 connectors on the board with your voltometer and it should boot up or at least make a noise. if nothing happens then the power is stopping before it even hits the power switch. inwhich case the tv needs the pcb board replaced but it will probably be cheaper and easier to replace the unit as a whole.
If the television is connected to a cable box such as Time Warner's HD box, the picture mode can be changed by pressing the '#' on the cable box's remote keypad (where the channel numbers are). This cycles the picture between zoom, normal, and stretch which could be cause of your problem.
