You probably need a phillips screwdriver to Remove the screws on the bottom of the vacuum and pull the brush bar out _ the belt is wrapped around one end of that and anchored to the vacuum - put new belt on and replace cover on bottom by replacing the screws.
The manual is here and there are diagrams on page 17 and 18 showing how to access and replace the belt. http://www.hammerwall.com/Manuals/Kenmore/Description/116.20612003/Kenmore%20Canister%20Vacuum%20Cleaner%20Manual/L0705059/
Replacing the belt is quite simple. First, push inward on each side of the light cover on top of the power nozzle and it will lift off. You will then see (2) access screws. Remove the screws and then the top cover can be removed from the base of the power nozzle. You can then remove the old belt and replace it with a new one. Hope this helps!
Turn the power brush over so the bottom faces up. On the bottom there are two access screws. Remove the two screws and then the top cover can be removed from the base. With the top cover off you can access the belt. You can get a replacement belt for your model here:

I logged into the Kenmore website, entered the vacuum model no. and found that the bag has been superceeded by 20-50004, which appears to be available only from Kenmore. The belt required is #5270.
