This my be fixable, take it to a good repair shop. The clasp itself can be replaced, again a good repair shop can do this. A Rolex clasp can cost $$. A non Rolex clasp may be the way to go.
Your watch has double folding clasp and it is opening by pulling bracelet exactly in the middle of clasp. Some clasps are very stiff, so, use a bit of force to open it. If I understand right, by the latch you mean bracelet clasp. You just pull it by the crown. Clasps on ROLEX watches can be very tight, so, have to pull it with appropriate force.

Sometimes Rolex bracelet clasps are very tight and this only shows the quality of the watch.
Don't be afraid to pull the clasp hard enough to open it- nothing will brake as Rolex is designed for quite hard use.
If you can't do it by hand, try to use flat butter knife end as a lever.
You need to go to a place that sells watch and jewelry supplies, because there is a certain tool for opening a Rolex. I am interested in knowing why you need to open it up though. If this is a Authentic Rolex ALL womans Rolex watches are automatics. Try unscrewing the crown (the part used to set the time ) counter clockwise and then clockwise turn the crown and listen to hear it winding, if it is infact an automatic, wind it 50 times. After winding, push crown in ( it is spring loaded) and screw in clockwise. It should run. If wearing every day you will not have to wind again, if wearing less frequently rewind as specified.
