Make sure the RAM is seated, the CPU, any video card and the Power supply is properly connected.

If you power it on, still get no POST (beep at startup from the PC speakers) its time to replace the motherboard.

The board may have a green light, indicating it is getting power, but this is not a sign of working components on the board.
The cost of replacing the board around 40 dollars, vs the up to $100 dollars an hour a tech with that much experience will charge you to replace diodes and capacitors on your system board... you make the call.
I told you already, order a new board

hi Rpbarnhart.
this could be a few things wrong here.
the first thing i would get checked is the power supply.

Most likely either Motherboard or the CPU. Does this have a graphics card or built-in.
Standard procedure is to:
Clear the CMOS - chk manual for procedure.
Disconnect all cables from all drives and test.
Pull RAM and try with one module at a time in slot 1. Then try 1 in what might be slot 3, the 1st slot of second pair of slots.

Before giving up, I'd pull all the drive cables at once. Even carefully mark the front case wiring and pull everything but power switch if you can. You really want to remove all complications that might be an issue. Take it down to PSU, motherboard power, cpu fan and RAM.
Ok, there is Good news, and bad news. FIRST the bad news. You are not getting any power to the CPU. Fans and lights indicate motherboard power, BUT, power supplies ALSO provide power straight to the CPU, and if the CPU is not getting powered properly, it will not function.
or you could check these links out if the above does not work for you.

In my opinion you have a faulty power supply, replacing only the fan may not solve your problem. Try replacing the power supply.

Machine won't turn on . Period

Could be a bad power supply or a dead cpu. I would start by changing power supplies with one that is working if you have a spare computer with an ATX power supply. It is nolt very common but could be as simple as a defective power switch. How does the switch feel when it is pushed? Does it spring back or feel like something is broken. Most of the time when I have repaired a PC that does absouloutley nothing when the power button is pressed....dead CPU. You could also try leaving the plug disconnected for 20 minutes....maybe something in the powers supply is heating up. They will store power even when the computer is off.

Emachine T6216 will not start

Ok, there is Good news, and bad news. FIRST the bad news. You are not getting any power to the CPU. Fans and lights indicate motherboard power, BUT, power supplies ALSO provide power straight to the CPU, and if the CPU is not getting powered properly, it will not function, and the result is what you see.
Now, the GOOD news is, Power supplies are relatively inexpensive (about 30-50 bucks) and MOST pc shops will install the power supply FREE (if you bring your tower to them, and purchase the power supply from them in their store, but call before going). If you want to save about 10 bucks, order the power supply yourself and install it yourself, but if you are not comfortable doing that, have a pro do it.

Noisy machine

very likely it is the power supply fan. I also had a noisy fan and replacing it was a solution. try to get the measurement for the screw mounting dimensions and the height (thickness) and also the driving voltage then search ebay's site. it can be cleaned and lubricated however...

Emachines 1900+ gets power to the monitor and computer but wont boot

Buy a dianostics card, and find out if its the RAM, CPU, OR Motherboard. (sounds like a ram or CPU problem though) if you have more than one stick of ram in the system, take one out, and power it up, if still not response, to the other stick out, and put the stick you took out the first time, and put it back in.
