This is
almost certainly a simple problem with your empty pump filter being clogged.
The empty cycle is timed and if it can't get all the water out in time because
the filter is blocked and slowing the empty down, then it will fail safe and
won't step on to the final spin cycle with excess water in the drum. While it's
trying to get the water evacuated, you will probably see the machine doing a
slow tumble for up to 8 minutes and you may also hear the empty pump running
too. You need to
locate and clean the filter. Depending on the model (not familiar which with
the model you mention) there is probably a round filter cap on the front of the
machine at the bottom (It may be behind a small door or hidden behind a clip on
panel on the bottom) Many models of this design also have a small hose to the
right of the filter cap that you can pull out, remove a plug from and drain off
any water in the filter before you remove the filter and get your floor wet, so
take a look for this before you remove the filter and get soaked.
3 important things to maintain with this dryer.
1. after every dryer use you MUST completely clean the lint filter in the machine. examine the fiter closely as washing powder and softener overuse can clog the fine mesh.
2. You should empty the water draw regularly.
3. You need to clear the condenser of lint and dust. This is located at the bottom of the Machine behind a hinged door. Unsecure the condenser and slide it out. (aluminum mutifinned box assembly) Take the condenser outside and using a garden hose with plenty of water pressure , carefully spray the airways clear in both directions, longways and crossways. Crossways is the more difficult to clear but must be done. Make sure you can see daylight through the fins once completed. Reassemble and test. If still problems a service man must come and clear lint and build up away from the pump area.

there is a lint blockage somewhere in the vent system and there is only a single response the dryer knows to make

I am not familiar with this particular unit, but I have a condensing dryer (Malber) which pumps out the water by itself. I am guessing that your unit requires you to empty a bin manually. Even if the bin is empty, I think the unit thinks it needs to be emptied and that is why the dryer will not work to give you hot air. If you do have such a bin, it might have a weight switch which the unit uses to detect if the bin needs emptying. See if the weight switch is working. The same weight switch idea is used on dehumidifiers.
