Verify what Drives have been detected by your Operating System by using Windows:
Control Panel -> Admistrative Tools -> Computer Management ->
Disk Management -> Your Hard disk(s) will be displayed with all
existing partitions and any assigned drive letters.
Your external (or internal) drive must be recognized as having formatted partitions that have a drive letter assigned to each required partition.

No it has not been, operating system is windows xp, orginally it worked then it started acting up in the form of the led blinking after it was turned on, at times it would work other times it failed, checked unit and found power supply issues; removed hard drive from external case and installed it in another case with new supply; could feel vibration from drive indicating it was runing but no computer that I hooked upto would see it; removed hard drive and hooked it up internally as a slave drive, again not seen; searching on internet indicates that seagate drives , barracuda 7200 have issues with firmware and may need upgrade but how if it can not be seen by any computer it is interfaced too
Has your drive been optimized for quick removal? If not, have you followed the "Safely Remove Hardware" procedure when disconnecting your drive? What is your operating system?
