Did you try to use the charger and turn on the PSP? If you use the charger and the psp turned on, the problem would still be the battery, you bought a defective one and have it returned where you bought it.
If it did not turned on using the charger, the problem would be internal, a micro fuse might have blown up and needs to be replace. An experience technician in PSP could replace it, because it needs to use soldering.

More than likely your charger is broken. If the charger has any lights on it, see if they turn on when the charger is plugged into an outlet. If the lights don't turn on, try another outlet. If the lights still won't come on, you need a new charger.
If the lights work, or your charger doesn't have any try using a different charger and see if the PSP will charge. If not, then the actual connection within your PSP is shot, or there was a short in your system.
When you connect the PSP via the USB, does the orange light power on? If you are using the standard USB cable and attached to the top of the PSP, from experience, it needs at least to have a little amount of battery power. If not, it will not totally power on or charge. You need the A/C adapter to charge the battery pack.
I can charge my PSP through USB cable even if its powered off. I'm using this one:
do you install custom firmware? coz if you do maybe it got brick. try using pandora battery if it works. if it still dosen't works you may have a hardware problem.
Had service personnel check and it was determined that the battery and charger was good; therefore focus shifted to the motherboard. Due to the cost of the new PSP 3000 being $169.00 and possible charges to repair the PSP 1000, I determine that it would be more economical to buy a new system.
