Simply change the value in this registry key HKEY_CURRENT_USER\MUI\CurLang
from Hex 409 (english) to any other localization value (found in this list ). 408 is Greek, 404 is traditional
Chinese, 40E is Hungarian and so on.

It depends on which version you get - the China market ones generally just have English and Chinese - and the export ones have a number of languages you can choose from, but no Chinese support.
You can reflash one model to the other if you have the correct firmware, but this is more problematic than it seems, since the same phone may have slightly different hardware in it depending on when it was made, and it's not obvious from the outside.

But still, it is a very risky process since you overwrite your default ROM with another one. ("MDA Compact" is same with "XDA Mini") Please use it on your own risk, some of the properties can stop working at the end of the process. This process is a unreversible process.
