UL = Unbalanced LoadUL is displayed when the machine/motor control detects an off-balance load, and is steady on while the washer runs a mini-cycle to rebalance the load. Display clears if mini-cycle successfully rebalanced the load. If the mini-cycle is unsuccessful, uL will flash until the door lid is opened, allowing the customer to view and redistribute the load.

There is supposed to be a load balance sensor which detects out of balance loads then reverses the motor to re-balance and try again. If your washer is chunking along out of balance, perhaps the sensor is not operating properly. I have heard rumors of bad electronics with The Axxis.
yes the water is supposed to be there, thats called the balance ring, some machine use cement others water. you say the washer is unbalanced even when empty, is there an indicator or is the machine itself physically off balance. if there is an indicator the off balance swich might have gone bad or you might need to adjust the leveling legs.
