I am battling the same trouble with this. I have re-booted the unit several times, and it is not a panacea. I am currently working on it, and will report here my findings.

Sorry to ask, for clarification is this a dehumidifier or a humidifier? Do you want to add water to your air or take water out of your air. A reading of 20 for a humidifier sounds pretty good to me. I didn't know there were filters on a humidifier, I thought most of the time you just filled the tank with distilled water, it got heated and vapor came out. I guess a filter to keep airborne bacteria from floating into the water tank would make some sense, maybe a water filter to pre-filter the water going into your humidifier, but I don't think any filter is your problem. If you are trying to remove water from your air, then a dehumidifier is needed and you just have to empty the tank when it's full.
not understanding how it works will get you that assumption
the full bottle will slowly empty when the water level in which it sits gets low enough for the atmospheric pressure to displace the water and let in an air bubble
That way there is always water for the unit to work

you need to check the humidity level of the air because if it is too high then the system will not work and so the bottles will not empty--really simple principle
Ours empties both bottles in one day. That is normal for a dry house. If your problem is that only one bottle empties and not the other, make sure the bottle is properly positioned on the bottom cap valve. To check this, put in only the bottle that doesn't empty by itself when the console is empty. The bottle should "gurgle" as it starts filling the bottom of the console. If it doesn't, re-position it until it does.
If the unit is on carpet, use the caster feet supplied with the unit. The weight of the bottles causes the front of the unit to be lower than the back. This prevents the sensor from switching bottles, causing the left bottle not to empty. The caster feet keep the water sufficiently level for the sensor to work.
