If you need the user manual you should be able to get it free from the Panasonic website.
If not can you explain the problem more clearly, for instance are you trying to record digital channels and the vcr has not got a digital tunner etc?

Panasonic 13" TV VCR Combo Unit White PV-C1332W put tape in and plays sound but just static shows on all movies?

You need to clean the video head. With these types of sets it's best to use a tape cleaning cassette. I should get a Scotch Head Cleaner Plus tape currently on sale on Amazon for around 4 pounds.

I NEED TO KNOW HOW TO HOOK THE VCR UP TO THE TV SET. i LOST MY MANUAL I have PV-V4521

If you are using an antenna put your antenna connector into the rear of the VCR & then using a connecting cable (RF flylead), take this fron the other socket at the rear of the VCR & connect this to the antenna connector on the TV, you will then have to tune the TV to the VCR. Select channel zero for example on the TV, insert & play a tape, & then tune the TV in until it picks up the video playback picture then store this channel on the TV settings. Alternatly, do as above only use a Scart cable & connect this from the rear of the VCR to the AV connection on the rear of the TV, then when you wish to use the VCR channel, select the AV option on the TV.

VCR will not record (PV-V4624S)

SET YOUR TO RF LEVEL " LOW" OR YOUR CABLE CONNECTION IS WRONG CHECK IT.IF THE PROBLEM REMAINS, CHECK IT ON STANDARD DEFINITION TV FOR RECORDING.IF THE PROGRAM RECORDS OK THEN IT ID NOT COMPITIBLE FOR DIGITAL SIGNALS. BUT IF NO RECORDINGS PERFORM CHECK THE VIDEO HEAD CLOGGINGS OR MAY BE MAIN "IC" PROBLEM.

Picture is jittery and voice is garbled with noise in background

I had the same problem recently with a Panasonic PV - V4521 which has worked for years for me. I tried everything including cleaning the heads with Q-Tips and pure alcohol. Nothing improved. I tried tape head cleaners. Nothing. So finally one day, as I was unscrewing the cables, this VCR fell down onto the bottom of my foot and drew blood. Now remember, I had been trying to fix this thing for at least 10 days.
So, I dragged it up and pounded the top of the VCR until the top caved in. Then, I opened my front door and tossed it so hard against the floor of my patio that pieces went flying everywhere. I gathered up the pieces and the twisted VCR, put it in a box, and tosses it real hard into the dumpster. It's fixed. I have no more problem with it.
