There are few possible reasons for that message appearing:
1: The Game Disc is damaged
2: The game Disc's region is other than your console's, you can bypass that protection with freeloader if you're on Wii Menu 3.0 or with jailbraking your Wii on any software
If all other discs work fine you can take the one that is not playing back to the store. The other option is to get a your wii modified and just back the games up to a hard drive. www.wiihdmods.com just dropped their 100 game hard drives to 150.00
I don't think changing the TV would make any difference because the console isn't even loading up the disc. To play an NTSC game you would have to use a console from an NTSC area like the US. I'm sure Japan is NTSC as well. I've heard about Freeloader. Ever since I bought an Action Replay cartridge for my N64 I've never trusted Datel (who manufacture Freeloader). It really mucked up my N64. On the other hand I know many people who use Datel products and the like with no probs. I suppose if you got nothing to lose then try Freeloader.
it is most probly the television. if it is getting old it is most likely the reason. if it does the same on all games then it could be that perticular game.
hope it works out x
