These height adjustments are designed so that they will not adjust when the handle is in the "back" position. This is so they will stay where they are set and not self-adjust while you are vacuuming. To change the setting, you need to return the handle to the upright position and the adjust the setting and the machine will go to that position when the handle is lowered.
I'd like to know how old a machine we're talking about here. These machines have only been on the market for a short while. If it's less than a year old, this would fall under the warranty and you should have it looked at by a warranty depot.
Sometimes sand and grit get caught in the height mechanism and will cause it to sieze up. I know this is the case with many Bissell uprights and a few of the Eurekas as well. I have not seen many of these new Hoover Elite's with a rewind and am not familiar with the height adjustment. Most of the Hoover machines use a sliding mechanism and sand, etc. can interfere with the sliding action. I usually clean the area and spray a little pledge furniture polish on the sliding surface. This works very well and will not attract dirt as an oil or grease would. Graphite also works here.
