There are likely bad capacitors on the power board. You will need to replace 4 capacitors, labeled c101, c304, c305 and c404. I used 3 50v 33uf and 1 50v 47uf capacitors. The originals are 35v 33uf and 35v 47uf. Replacing these should fix most power board issues.

HD
Ready does not mean that it is HD compatible without the addition
of an optional part.
The title only implies that it can be adapted to HD reception.
If you did not purchase it with the set, check your user guide to see what you
need to make it whole.
You may have to seek this add-on on eBay since it is not guaranteed that Dell will still offer it, or you can buy the convertor (with a $40 coupon) that many sets need.
You can order (backorder from what I read) the coupons here:
Convertor Coupons
After surveying many of the set-top convertors, I bought Zinwell ZAT-970 units for two older sets not currently in use but will now serve as backups when our sexy flat panels die like so many.

Just fixed the second one of these for someone--was sound and at first loss of picture--then sound only---remove cover, remove metal shield over power and digital/signal board====take close look at both plugs from panel to digital board(top towards left) both units I have fixed the left plug and SOCKET were out of the board---detached---other plug looks ok---resolder left plug with very fine solder tip-----both sets had same trouble! good lead free solder?
SOURCE: hi there, i have a dell tv model W3000
I have this tv, and have had the EXACT problem. my solution was simple.
if you take the back cover off of the monitor, there are 2 boards on the outside edges of the left and right of the monitor. these boards are covered by metal shields. remove the 3 screws on each board shield and slide them off.(careful this can be tricky) on the boards are 2 capacitors that need to be replaced. 4 total, 2 on each board. the capacitors are 150uf at 35 Volts. go to your local electronics repair shop to get the parts and tools needed to do this repair.
make sure to get the polarity of these caps right. stripe side on cap goes to the minus.
