Since Timex watches are very inexpensive, you can just go without that information or maybe buy a new watch. Having it fixed would probably cost more than a new one.
The fact that these 2 functions do not work anymore would have no affect on the time the watch keeps.

I'm afraid you can't because this is not a workshop, but have you tried a watch/clock repairer or jeweller who may have a part which will fit it, or look on ebay for one, either new or for spares. Also you don't state your location (e.g U.K. or USA) so hard to advise further. You could also contact timex directly (google timex contact us) but the address depends on your location.
That means your watch has two batteries - one for the movement and another one for INDIGLO. It may have just one battery, but in this case INDIGLO is taking up too much power. Replace the battery and you will be sorted. Rate me, plz.
Check out if your watch has second battery for Indiglo function. It is quite common for Timex watches to have two batteries - one for movement and another for Indiglo.
The indiglo technology is time limited (it dims over the years with use) and cannot be repaired - have you had the watch a long time? if so, I'm afraid it's time to get a new one. Sorry!
To clarify... Replace the cover with the arrow on the back pointing directly at the stem. The Indiglo backlight, alarms and chimes should all work when the back cover is in this position.
