I'm sorry, but you haven't given me near enough info.

just posting 1022 2-way means nothing, as no two bands/makes of radio are the same, but Model numbers like the one you've given me can be the same across Makes.

Please reply with the above requirements, and give as much detail as you can in regard to your query re: frequencies, else I'm just playing a guessing game, and that gets us both nowhere.

Paypal has built in issue resolution tools. Go online to Paypal, login as before and file a complaint for Merchandise not recvd. It may still be early for that.. 10 days is not uncommon, especially is using Post Office for packages.
Go ahead and file a complaint now, and if package arrives you can cancel it, or do nothing and it will cancel itself.

maybe flying in another area will change perfomance because these helis pick up the control commands from a freqency that travels through the air just like transistor radios and your heli might be receiveing a signal from another piece of like freqency equipment ie.cordless telephone,cb,or maybe cordless remote also new batteries are likely to be needed

Check with another sim card if problem not shows sim card may complaint do as follows
Take the sim crd out and rub gently with a cotton cloth, and reinsert it.
Or take to service provider & ask him to give duplicate sim.
If problem with mobile try to dial *#7370#(Format),
Or take mobile to Nokia care(Problem might be network ic).
