Open the back panel. have a look at the power supply components. Look for abnormal component shapes. i have found bulged capacitors which cause this problem.

Your right its a power supply issue and what your hearing is capcitor pop or maybe even a fuse, Well if you know about eletronics sure the new psu is going to be $150 bucks
Have you recently changed any hardware or BIOS settings? Is it one beep for 8 seconds or 8 beeps? If it's 8 beeps then that indicates a bad video card. If you are not using the on board video then try re-seating the video board or try a different video board.
