Sounds like the driver for the TV Tuner is not installed, or the video and audio drivers may not be installed properly.

try and install decoder from updates of windows media player,and search for windows xp decoder ,and update ur windows

well update your decoder at sony .com software for live tv ok with latest ones and run cc cleaner free tool u can dl online free do a serch

well, if you got experience on reformat OS, do so, Go ahead and format and install the Windows Media Center, there could be something missing from the restored past installation.
Wheather or not you see the right drivers, in control panel, is a best way to reformat the system and if you got all the drivers, install them after the OS installation..
