Rheem 50 gal keeps tripping breaker. What is the problem?

Do not touch water heater that is tripping breaker.

It's probably bad upper or lower thermostat.
BUT... new element could also be shorted.
OR ... original tank is rated 1500 watt elements look at label on side of tank.
I always replace both thermostats to save time.
Lower thermostat costs $10 at Lowes.

The water heater breaker keeps tripping and I have to reset it to get hot water. It continues to be a problem, what should I do?

Thermostat could be bad causing the breaker to trip due to it being shorted. It's either your breaker or the thermostat, more than likely the upper thermostat is bad.

My water is not hot and discovered the panel breaker tripped. the panel breaker keeps tripping for the water heater and will not reset either.

Problem could be a shorted element. Disconnect the wires from the breaker and try to reset it, remember to flip the switch in the fully off position before moving it to the on position. If the breaker doesn't trip then the problem is in the heater itself. If you have access to an Ohmmeter, with the power turned off check the continuity of the elements across the screw terminals and from the terminals to ground. There should not be a reading to ground and a high resistance across the terminal screws

need to know which breaker- house ele. panel breaker, which should be a min. of 50 amps,or the element breaker located inside either the upper or lower cover. If it is the element breaker/reset switch, this can be changed with great ease. Turn the power off and the ele. panel, check with a voltage meter to make certain power is off at the unit, loosen or remove the wires- making sure as to location of wiring, remove the switch and replace, reconnect wires, turn breaker back on,and you should be ready to go, This is assuming you have a 50 amp breaker in the electricial panel.

What size breaker does the rheem use, 40 gal short 6year residential? My naieghbor has a Richmond under worenty and its poped the breaker. I tested the elements for conuity there fine. If replaced the top...

If it ran for more than 5minutes prior to this problem, then it's probably not the breaker.
The water heater is 9000 watts and at 240volts should draw around 37amps. Fuse/breaker should be ~1.25X the current so the breaker amps is around 46, but they don't make that one. So 50 ?
The problem is related to the heating elements since that's about the only thing that could gradually trip the breaker.
My guess.

Rheem Hot Water Cylider Thermostat keeps tripping

Sounds like you have a faulty thermostat.  This is the unit that detects the water temperature, and if it is not where it is set, will kick the switch to allow electricity to flow to the elements you replaced. The thermostats are relatively cheap and if you have the knowledge to change the elements, changing these thermostats should not be a problem.
