0F00:065D is a hard drive read test failure. the hard drive is failing. If purchased in Feb, the system should be under warranty call Dell Tech Support to get a replacement hard drive. (800-624-9896 in USA)
If out of warranty you can get a 2.5 in SATA HDD at Newegg.com for about $60
Try hitting F8 several times when booting to get to the boot menu and choose start with last known good configuration. BTW when booting in safe mode no drivers will load. You don't have a cdrom or any peripherals it's just safe mode.

Thanks for both of your solutions. obwhon, F8 didn't work i'm afraid. And i've realised that i actually bought it in May this year so its even newer.
Anyway i'm ringing them tomorrow to sort it out. thanks guys
this device is not working properly because windows cannot load the drivers required for this device
