Call the manufacturer. I found the chinese versions not all that great because of the language barrier when translating them for print. ALWAYS check ebay first you may be lucky there.

you should have bought a motor bike if you wanted speed
check that you are getting full throttle
take it in for a service and complain about the lack of speed
