If you have the owner's manual for your coffee maker, there may be a Customer Service phone number given. If so, I suggest you call that number and ask about a replacement filter basket.
In the meantime, I will keep on looking for a source/s for a replacement filter and add the information which I hope to find to my answer.
Added: From articles I have found online, it appears that Cooks is a proprietary brand name of J. C. Penney. However, aside from calling the general J. C. Penney Customer Service number, I still haven't found a source for purchasing a replacement filter for your coffee maker.

without seeing it (a picture) that is a difficult question to respond to. it may have possibly broken or a piece of plastic needed to keep it in place broke - or the spring is defective. suggest get a new basket. (or go to the store, or find a neighbor with a similar model - and look at his basket, take a pic of the spring mechanism with your cellphone and go home to fix your own.)
I suggest if you haven't replaced the fuel filter do so, it sounds like your filter is dirty, this restricts fuel pressure and will cause the symptom you have. The filter is on the inside of the fram rail on the drivers side, see picture of filter below.
Sounds like you might have coffee oil build up. I would suggest soaking the Brew Head Screen and filter holder in a coffee oil remover by www.urnex.com or dezcal. Remove the screw if your filter basket has one. For home use it would be good to clean this every week or so. You can email me for more info: [email protected]. You also might just try purchasing a new filter basket (along with cleaning the Brew head screen and new basket).

My brother has a Bunn that does the same. I think the coffee filters he is using are too short. If you think this might be the problem too, try an internet search for Bunn coffee filters. Hope this helps!
