My samsung 40" lcd model # ln-s4041d is not turning on. The screen stays black and the power clicks on and off. i can't even completely turn it off without unplugging it. what could be the problem?

Delay in turning on in flat panel TVs is mostly caused by weak and defective electrolytic capacitors in the power supply board. Most of the times they are easily recognized by their bulged top. Some times one has to hunt for them. If one can do it, it is a simple job. Good luck to you.
Is there a clicking sound? Unplug the power cord for 20 seconds and see if this helps reset the circuitry. If the clicking continues, go to http://www.fixya.com/support/t722954-samsung_lns4051_dx_makes_clicking. If you can see defective caps on the power board and don't feel comfortable replacing, parts can be ordered at PartStore.com.
Check power supply for swollen capacitors and replace them. Check voltages on power board if missing replace power board. if ok the disconnect the flat cables to the tcon board at the top. There will be no picture but if it powers on then replace the lcd panel .Likely cheaper to replace the tv if it's out of warranty.
Mine was doing that then it quit even turning on too so I replaced the 4 Capacitors today on the power supply board that had bulged up on the top 3 had split open they where on the top right corner of the board where the ribbon jumps from the power board to the main board with ones from Jameco Part Number 606521 they worked perfect but make sure you put them in with the correct polarity easy to do just keep an eye on it. Very simple repair and took me about 30 min to take itapart solder on the new ones and put it back together all for under $10.
This tv has issues with 4 capacitors. These caps can be replaced for about $10. They are located at the top right corner of the power supply. They will read 10v,1000uF. I had the same problem, then I replaced them wit 16v,1000uF capacitors. And presto tv!
