Sounds like the intake line at the entrance to the refrigerator is plugged with lime residue. It has a needle valve in the center and will clog with foreign material, this can be cleaned out by forcing compressed air pressure backwards thru this connection to remove tiny particles inside.
Try to google for it but if unsuccessful you may have to resort to some sort of repair that will do the trick. May not look great but if it works, then.............................
