On most TV's with speaker control there's a way to disable the TV's volume control effect on the level fed out to an external amplifier. Find it and disable it it or select FIXED for its level, or, while listening through the Aiwa, raise the TV's volume through its own remote and see if that affects what the Aiwa gets for volume.
Or, enable the TV's speakers but find the same interna lAudio setting and make it Fixed, but turn the TV volume down if you don't want to hear its speakers. That way, you could actually listen to the TV on its own speakers if you want, say, for casual watching of the Weather Channel or news, for example.

On the Westinghouse TV I have turned the internal speakers off so the sound controls are only from the Aiwa System. CD, Band/tuner, Tape all play at normal levels, but when switched on AUX/video whether it is a dvd or tv channel...the sound is 10 times lower. The t.v has no sound control when the internal speakers are switched to off. So is it the Westinghouse TV that is not functioning properly or is it the Aiwa?
So, what you're saying is that inboard sources are fine but the external one isn't. You need to look at the (unnamed) component feeding Aux Video and evaluate how it's hooked up and its internal settings.
