We use 2 1/4 cups for a full 36 cups. A fraction under 1 1/2 cups is good for 22 cups.

West Bend recommends 2 cups of (medium coarse) ground coffee for 36 cups of coffee. It also states that theses measurements are for mild coffee. Add another 1/4 - 1/2 cup for stronger coffee. For 30 cups of coffee, use 1 ¾ Cups of ground coffee for mild coffee. If you like a stronger brew, add more ground coffee.

Where can I replacement filters for a 100 cup West Bend coffee maker?

The West Bend Large Capacity Coffemakers do not use replacement filters. The manual for the West Bend 33600 Large Coffee Urn is available here:

Use an electric perk or regular grind coffee in the percolator basket rather than a 'drip' or finely ground coffee that would require a filter.

I have a 22 cup coffee maker and the stem got lost. the part that hold the coffee basket in place

Assuming you have a model 58602, the only 22-cup urn listed on West Bend's parts site, the news isn't good. The parts page for that model says the stem is no longer available. Checking a few other parts links all turn up the same answer. You might try checking locally at thrift stores or on Craig's list to see if anybody has one available.
