You need to go into the settings and save your voice on the phone. Sounfs like you havent done it yet so try that it will be in settings then maybe voice control. Or you may just have to look in the settings

on your network sim you'll have the option to switch off your vocie mail it isn't a free call but might help the go to your settings and change your profile to indoors or outdoors then check which tune you have as a ring tone

Assuming you have checked the connection to actually make sure you have dial-tone, you could go into the modem's properties page (Control Panel -> Modems-> Properties) then go into the MODEM tab and make sure to UN-check the box that says "Wait for dial-tone before connecting".
