Sounds like you have 2 problems.The blower not shutting off is your blower motor resistor module.It is next to the blower motor.
the other is probably your temperature actuator motor.

My the fan on my 05 impala does not turn on

I think you need to check the blower motor first,
using a test light locate the blower motor,it will be behind the glove box under the dash,Turn the key on and the fan switch on,now check the wires to motor,One will be black thats ground,Check the other it could be red or blue,if your test light lights up its the motor.

Do You mean air doesnt blow cold or fan doesnt blow strong.If you mean it doesnt blow cold that means you need to have a/c recharged.The reason it gets cold after being on the road for a while is because compressor takes time to cool freon when it is very low
