Usually, mms has settings like gprs. Therefore these settings needs to be set on your phone by your Internet service provider, on request.
In my country, mms and gprs phone setting are usually sent automatically by internet service providers immediately you insert your sim card into a phone that has mms & gprs. And these internet service providers are also the network providers.
For instance, if your network provider is Zain, MMS & GPRS settings must be from Zain because that's the network you are using. These settings are as follows: IP Adress (eg. 172.018.254.005), homepage (e.g wap.uk.zain.com), port (1902) and so on....
So check if the above are intact on your phone as this is the only thing that can make your mms work.
Go to message, under message, look out for mms settings and you will see what I am talking about.

We did the same thing. We could not send but still could receive. We tried entering numbers, codes and many other options. We took the battery and sim card out for 10 - 15 seconds and re-installed them. Restarted the phone and now it works fine again. Sort of like rebooting your computer. Hope it works for you.
