Click Start/Control Panel and look for Sound or Audio. Look inside it to see if Microphone is check as an Recording Device. If not the other party will never hear you. You can also get to Audio Sound by clicking the megaphone that is located at the bottom right near the time.
Depending on your operating system you can click Start/Program/Accessories/Entertainment/Sound Recorder you can test your microphone by using the sound recorder.

Have you tested the webcam's microphone on your own computer? It is an easy test. You can use any audio program such as Goldwave or the sound recorder found under XP Accessories--Entertainment. Additionally you can open Control Panel, select Sound and Audio Devices. Select the Voice tab.On the bottom right there is a Test hardware button. Another common problem is that certain software can mute the microphone when launched. You can check this by clicking the Volume icon in the systray. When it opens the window check to see if the mute is clicked anywhere. Uncheck if mute is checked. Finally, your soundcard manufacturer may have an icon in control panel. An example is RealTek HD Audio Sound effect manager. You may find a tab identifying the mixer. There is usually a series of adjustments for Mic Volume, Line Volume, and Stereo Mix. Make certain that the Mic Volume is not muted.

Well, looks like you went through all the steps, but I'm wondering about one thing...
If you goto: Start -> Control Panel -> Sound and Audio devices
There are 5 tabs at the top, 2 of which you'll be paying attention to "audio" and "voice".
On these tabs are the record settings, which you will want to have the drivers for the m-audio in the record processes.
For instance, I have 4 options in the record process:
Logitech (mic built into camera)
SoundMax (sound card)
Bluetooth Audio (bluetooth server)
BlueTooth High quality audio (bluetooth server)
Out of the 4, I have logitech enabled in the record area (which isn't the right thing as the camera doesn't work anymore...jeez, found something that I need to fix on my PC now...)
