Causes of E13 error code:
Failure of ignitor, solenoid pump
or circuit board.
Incorrect wiring or flame rod
touches to burner parts.
Air pressure switch or overheat
open
I recommend taking it to a qualified service center.
Unfortunately, this can be a hard problem to trace with some experience and equipment.

You have an obstruction in your fuel line. Lint or rust or some other debris, either in your main fuel filter which I hope you have or in the small one in the fuel sump on the lower right hand side (the little square hole below the round finger hole for the reset button). The screen is cleanable with air or brakekleen or both. Or it might be that your Constant Level Valve is tripping or has tripped. Push the button in the round hole on the lower right hand one time quickly (don't hold it down or press it several times slowly) and you should hear the float drop. Fuel should resume flowing to the fuel sump at that time.

Drain the air out of the supply line at the bulk tank shutoff valve; there should be a small hex plug for doing this. On the bottom right hand side of the heater is a round hole that allows access to a finger pump for the fuel; press this three times slowly. Heater should start!
