There are several models of exersaucers, but hopefully the seat attachments are similar. Here is a video from Evenflo showing how to assemble the product. This might help you.
Match the red arrow on the fabric seat to the middle of the seat back. Use a crochet hook to fish the elastic straps through the slots. Pull the elastic straps to hook on to the tabs on the lower rotator fastener. The key is to pop the fabric seat up into a cone, so that you can see what you're doing.

How do I put the seat pad on the Exersaucer?
Answer:
1.Line up the red diamond on the seat pad warning label with the triangle on the back of the seat ring. 2.Fit the elastic loops through the quarter inch gap between the seat ring and rotating rings and hook the elastic loops over the prongs on the bottom of the rotating ring. 3.The plastic tabs on the seat pad are only for reinforcement and don't hook to anything, but should be threaded between the 2 plastic rings.
