The belt is probably worn, stretched or broken that is why it is not picking up. Here is
a link to the owners manual which has instructions and a link to the
belt you need.
With the vacuum flattened (straightened) out, turn it over and remove the back roller cover, (2 screws) once off, the roller should just pop out on the opposite side (opposite from the belt). Don't forget to turn the roller to center the belt once you have it on.
You probably just have a broken belt. The belt needs to be changed about every 6 months regardless. I believe yours takes a style EXT U(Extended life upright), or a regular Eureka "U" belt works fine too.

Eureka Altima Upright Vacuum Model #2996AVS – it is probably doing 2 things, it could be the belt and or brushroll and the easiest ay to check is to remove the belt and see if the motor smokes, if the motor is fine then buy a new belt and check the brushroll to see if the brushroll spins freely, there are bearings in the brushroll and thread and hair get bound up in the ends and needs to be cleaned out. So #1, check the belt – no smoke from the motor then check the brushroll to see if it spins freely then changed the belt. If the motor smokes check your purchase date it may still be under the one year factory warranty from the dop. #2. Either clean or replace the brushroll and belt.
