-Press menu key
-Click OPTIONS
-Select Mobile Network
-Click on "START PROVISIONING"
It should give you a message saying: PROVISIONING COMPLETED SUCCESFULLY.
You wont need a MSL code if you do it this way.
Hi, Try removing the battery for about 5 min. and then try it again.Sometimes this will reset it to manually activate it. Try it.

In most cases, your BlackBerry® device automatically connects to an appropriate wireless network when you travel outside your wireless
service provider's wireless coverage area. Your wireless service provider must set up your SIM card for roaming services before you can
use a different wireless network.
An indicator appears on your device to let you know that you are roaming outside of your wireless service provider's wireless coverage
area. You might also have to provide login information before you can access the wireless network. For more information about roaming,
contact your wireless service provider.
To Manually activate Blackberry Pearl:
Verify that your wireless service provider has set up your SIM card for this service.
Your BlackBerry® device is designed to switch to an appropriate wireless network automatically when you travel.
1. In the device options, click Mobile Network.
2. Change the Network Selection Mode field to Manual.
3. Click Scan for Available Networks.
4. Click a wireless network.
5. Click Select Network.
6. Press the Menu key.
7. Click Save.
To connect to your wireless service provider's wireless network again, change the Network Selection Mode field to Automatic.
Verify the status of network connections and services
1. On the Home screen or in the application list, click Manage Connections.
2. Click Services Status.
Wireless network coverage troubleshooting:
IF you cannot connect to a wireless network then:
Try performing the following actions:
• Verify that your SIM card is inserted in your BlackBerry® device correctly.
• Verify that you have turned on the connection to the wireless network.
• Verify that you are connected to your wireless service provider's network. If you switched wireless networks manually, your
device remains connected to that wireless network until you select your
wireless service provider's network again.

how do i manually program my blackberry pearl
This is a new phone activation i'm a Page Plus dealer and the phone won't activate for use
it doesn't have a sim card it is a CDMA phone
