Solution
You must reinstall Microsoft .net framework.

You can do this by:
Go to the control panel
Go to add remove program select Microsoft .netframework 1.1 and remove
Also if you have the Microsoft .netframework 1.1 Hotfix select that and click remove as well.

Once both those are removed we can reinstall Microsoft .netframework from the Print Shop Install disc

You can do this by:
Insert the Print Shop Install disc
Double Click on My computer
Right Click on the Drive that contains the Print Shop Disc
Left click the open option.
Double click on the folder called Setup
Double click on the file that’s called 1033DotNetfx
This will reinstall the net framework on your computer and it should fix the issue you are having.

Can not install Print Shop Pro Publisher Version 21 will not load on Windows 7

You can try setting it to run in compatability mode.
Right click on the program Icon
Click properties
Then click compatability tab
Check mark Run this program in compatability for
Select windows xp in the drop down list.
Click apply then OK

Try running the program
If this does not work try
Right clicking on the icon of the program and selecting run as administrator.

This program version is not supported by Windows 7 so if this does not work the you will need to upgrade to Version .23 instead of .21

Print Shop 21 will not work on Windows 7 operating system is there a fix?

When a ‘clean’ install is done of Print Shop 22, exactly as described in this FAQ

'Clean' Install on Win98/Me/XP/2000/Vista/Win7

Print Shop 22 should install on a 64-bit version of Windows 7, with two incidents.

1. If .NET Framework 1.1 is not already installed on the computer, the "Program Compatibility Assistant” in Windows 7 will display this message
this program has know compatibility issues

To continue with the installation, select "Run Program". After .NET Framework 1.1 is installed, the necessary updates will be pulled from the Microsoft Windows Update Service.

2. After .NET Framework 1.1 is installed, the "Program Compatibility Assistant” in Windows 7 will display a message which says that there are compatibility issues with Print Shop 22 on Windows 7 64-bit. To continue with the installation of .NET Framework 1.1, select "Run Program".

NOTE: Even though the Print Shop 22 Vista patch, which can be found here

Download Vista Patch For The Print Shop 22 and PrintMaster 17 Disk Versions

can be installed on a 64-bit version of Windows 7, the patch will not fix the problem with the Amyuni Document Converter, as it does on a 32-bit version of Windows 7 (see above). So, it will not be possible to use the 'Save As PDF' option with Print Shop 22 on a 64-bit version of Windows 7. Instead, it will be necessary to install an alternate PDF driver, then Print to PDF, as is described in this FAQ

Save as PDF vs File | Print to PDF

So far, the only other known incompatibility with Print Shop 22 on a 64-bit version of Windows 7 is that Print Shop 22 cannot be run from a shortcut on the Dell Dock that is provided with many Dell computers. A Print Shop 22 shortcut can be placed on the Dell Dock; but, attempts to start Print Shop 22 from that Dell Dock shortcut will cause several incompatibility messages to be displayed

Making printshop 21 run properly on win 7

You can either get Broderbund Print Shop Deluxe 2.0 which is Win7 compatible or use a virtual/dual boot computer with WinXP. (The Vista compatible version was Print Shop 23; so you are dealing with some significant changes in the OS. Thus the compatibility mode probably won't work. You can try right clicking on the installer and choose Properties and the Compatibility Tab. Check Run as Compatible with XP then right click on the installer again and choose Run as Administrator. Then do the Compatiblity mode again with the actual program.)

With Win7 Pro and Ultimate, you have an option to download and run XP mode which takes two programs that you download from Microsoft and install. This lets you run a virtual XP computer inside the Win7 computer for free. All other virtual computer programs or dual boot systems require a licensed version of XP.

I hope this helps.

Cannot install from DVD disk. My "User Account Control" says, "Unidentified program wants access to your computer." Gives me the options of "Cancel" or "Allow". I click on "Allow" and nothing happens.

Start Vista's "Program Compatibility Wizard".
Tell it that you want to install a program that runs under Windows XP.
Point the wizard to the drive-letter of the DVD-drive.
It will install and run the software, "emulating" the Windows XP environment.
