Please let me know whats the model number of the tv so that I can tell you what the PCB LED diagnostics are pointing to. It sounds like a power supply or Main board issue so I would like to confirm which one of them it is.
if the camera wont turn on remove the memory card and make sure your pictures are transfered. Try using regular disposable batteries. Also when trying to turn it on try holding down the power button for 5 seconds. If it still doesnt turn on coud be a broken switch connection.
Sometimes if the batteries are low in the remote this can happen. I've seen it happen because of old garage door openers as well. There could also be a problem with your electrical wiring...whether it's in your tv or in the house wires...
Try the batteries first though.
a couple of things could make the tv chassis whistle 1 coud be dry solder joint probably on power capacitors 2 IF your tv has tube the board on the back could be making the noise its to do with the yoke on the way out!

I am having the exact same problem with my Toshiba 42HP95. From the information that I have been able to glean from the internet, it looks to be some sort of problem with the power supply or some other component of the power circuit. I am giving up and getting service
