Connect the leads of a voltage meter to a short cable tv jumper cable connected on one end to the f-connector on the back of the tv, positive lead to the center conductor and ground to the outside of the cable fitting with the meter set to ac setting. A normal tv will show a couple of volts but nothing higher. if you have higher voltage there is a problem with the tv.. If you hook this cable to the catv feed from the outside of the home which connects to the tv and you test in the same way and there is voltage then there is a problem with the cable tv or a power grounding problem. If there is voltage on the incoming cable call the cable company and the power company to find the problem before you end up with a possible fire.
