#3 fuse blows,why??

I think that fuse 3 is a constant fuse which will allow power even without the key, this normally powers, heaters, radio, horn etc. I would check that your radio isnt exposed to moisture in its housing as water can sometimes sit in the back there and cause hell, i may be wrong as im not familiar with american cars but il give you my jobs worth,

Wont turn on

Could be one or all of these things:
dropped too hard, exposed to liquids, exposed to moisture, incorrect password entered multiple times, dead battery, defective battery, defective charger, not holding power button long enough, or unit not allowed to fully charge for 6 hours.

Weatherproof Garmin GPSmap 478 has moisture on the inside of the window. Works fine. How do I remove the moisture?

Put it in a warm place for a few days. The IP rating allows immersion up to 1m so it should be OK if it's still working. I wouldn't take it apart as if you don't remake the seals properly you'll be stuffed.

MY KENWOOD VR-506 RECEIVER HAS BEEN EXPOSED TO MOISTURE NOW TURNS OFF IMMEDIATELY AFTER IT S BEEN TURNED ON

Just open the cover and use a dryer or a hair dryer to dry the moisture,after that look for the fuse and replace it with identical rating,im sure the fuse is shorted,that is the common causes of moisture .

I had the same vehicle with the same problems. Its the actual switches. Once they are exposed to the smallest amount of moisture they quit working.
