I would take a flying guess and say yes it could - if the pump is sitting on or near the bottom the wrench could have dislodged enough sand that the pump could now be half submerged in sand.
Strong magnets are available that might retrieve the wrench but that might worsen the situation for a while but unless the sand is really unstable I think the problem should eventually cure itself. If it doesn't cure itself it will mean the sand down there is really unstable and every time you draw water you will be excavating a cave down there and the chances are the wrench was coincidental.
Might be wise to fit a sedimenter and a filter to the water supply...
A final comment - somebody should teach that kid to tie a secure knot, maybe after a few extra chores to pay for the lost wrench...
how long was it the water for was it fully submerged ? it might water damaged beyond repair leave it in a very warm to hot place for a few hrs to dry out any moisture inside it hope this helps
Try submerging the device fully in a bowl of rice. The rice draws out any water remaining in the device. This must be done for at least 24 hours. Make sure the device is turned off.
If this does not work place the device near a radiator so the warmth can dry out the device for at least 12 hours. Make sure the device is turned off and does not get too hot.
7. Now Return to main Screen and Press MENU Button this Will popup APN Button, Just Press it.
8. Go to APN Setting. There will be so many APN already Preset. Again Press MENU Button this will show NEW APN
Popup Button again Press.
9. Remember to put Right MCC (Mobile Country Code), and MNC Mobile Network Code, G1 Matches SIM card Data
of MCC / MNC with these Setting and then try to use that. Settings.
All World MCC / MNC codes is available here: http://en.wikipedia.org/wiki/Mobile_network_code
10. Now Switch off the Phone and Wait for Unlock codes.
11. Insert the Non T-Mobile SIM Card which you intend to use it with G1 and switch G1 on. (Your SIM must have
Data plan / GPRS Activated so G1 will able to contact google.com for Activation)
12. HTC G1 will ask for Unlock Codes. Type unlock code carefully, typing wrong code thrice may make Phone
Hardware Locked.
13. Once Unlocked your GPRS / EDGE / 3G Data Service will be active as per APN Setting we did before.
14. Type Google User name / Password in Signing Window and this will Activate the Unlock G1 Device on your SIM
Card.
15. Make other remaining Data Setting like MMS / Home Page / Port to Active other Data Service
Okay the thing here is you need to master reset it. Here's how it works:
Power off the G1
Hold Home Key + End key for 20 seconds or until you see a "triangle with an exclamation point and a picture of the G1"
Open the QWERTY keyboard and hit Alt+W
Restored!
To do a soft reboot, simply hit the Home+Back buttons when you reach
the "triangle with an exclamation point and a picture of the G1" screen.
This will reset your phone as if it were brand new and your correct user name and password combination will work. (This is coming from a direct T-Mobile employee) -Joe
switch off
disconnect cable
hold home button
reconnect cable without releasing home button
hope this helps please reply if not i will try other options

call and get it replaced. DONT TELL them about the water. simply state it doesnt make calls and get them to send you a waranty replacement. It is free, but remember to tell them there is no damage to the phone, as long as the white dot is still white and the phone doesnt look physically damaged you are good to go
The G1's back comes off. At the top end of the phone (away from the charger port), with the keyboard open, there's a tab where the back latches to the body. You have to open the keyboard to get to it. With the keyboard open, you can push that little tab outward to release the catch. On mine, the back makes a distinct click at that point and separates from the body along about half its length. To get it off the rest of the way, pry gently and it will come free.
Once the back is off, you can see the battery compartment. The SIM card slot is at the bottom of the battery area; you don't need to take it out to replace the battery. If the battery is in the phone, you can lift the top end of it out of the phone by lifting at the little recess at the top end. To put the battery in, slide it into the battery well with the contacts (three little brass strips) meeting the corresponding contacts at the bottom of the battery well.
Then, you can replace the back by hooking it on at the charger-port end and snapping the upper part of the back onto the body.
