On the 1698 modle thier is a large clean water tank and a smaller shampoo bottle which seats on the side of the machine.

I'm not a big fan of Bissell products to begin with, but I can tell you from many, many years of experience that, far and away, the most common cause of problems with any of the carpet shampooer, steam cleaners, etc., is that they are stored with unused materials in the tanks and hoses. They are seldom cleaned, rinsed, or receive any type of cleaning before being put in the closet to be pulled out sometime in the future, with the very next attempt at application of the shampoo, or cleaner or whatever is still in the tank, not happening, because the hoses are plugged with a gelatin like substance. This is, in reality, what happens to many of the shampoos on the market, when they are left unattended for long periods of time. You haven't mentioned your cleaning, maintenance procedures concerning the unit, so I have no way of knowing just what may be causing your product, however, I think if I were you, and not using something more than twice a year, I think I'd look into renting a cleaning unit, rather than owning one.
Best to not put shampoo in machine. Put traffic lane cleaner in sprayer with hot water, spray onto carpet after thorough vacuuming, allow cleaner to dwell 5 to 10 minutes and clean and rinse with fresh clean water in machine. For best results do NOT put shampoo in he machine even though it was designed for it. Most of the machines brought in for repairs are clogged with soap gunk. Carpets will be cleaner and stay clean longer because the soap has been rinsed out of carpet
You should drain the dirty water, you should find where it is stock then drain it. If there's some leak, seal it with an epoxy. Thoroughly clean the inside and you will find there's a stock of old shampoo which causes water to become dirt. I hope my advice help you.
if its a bissell,go to bissel .com and request a manual sent to you.there should b a cartridge that you push a button to unlock so u can fill it with water or carpet shampoo.I fill mine half water half carpet shampoo. then u put it back on ,make sure it either clicks or snaps on.plug in and turn on,they usually have a button that turns that say wash or rinse.it depends on your machine.
The Scotchguard is going to be dicey inside the Bissell, yes, as you have learned the hard way.
I think the Bissell and the Hoover shampoos sold for their carpet cleaning machines are reasonably safe to use in the Bissell. My own personal favorite for use with the Bissell is the Hoover Premium Pet Formula, which is pricey but effective even if you don't own pets. I also pre-treat stained areas with Resolve Carpet Cleaner, a few minutes before using the Bissell.
I don't know what will happen with your home brew containing Dove. It may work well.

Most times there is a problem with the cap and insert at the bottom of the tank, part #2036675. Either that or the tank isn't sitting flush and down all of the way, leaving a gap. If this is less then 1 year, then it is under warranty.
