Windows vista updated and now my optiarc dvd rw ad-7561s ata device doesn't play or read dvd's or cd's and under device manager i'm given a code 19 error message saying registry errors

You will have to uninstall the drive and reinstall again. I think the drivers for the drive is not properly installed. But if all this does not work, then I think you will have to do a system restore.

From your description I understand that the DVD drive is not working and you have code 39 error in device manager.

it might be a lens problem , if it was working ok before for sometime then its a drive related issue hardware try changing the drive go to ebay find a cheap one like under 60 bucks , also try checking with drive info tools
