This is going to sound stupid, but I got this was the official solution I got from Toshiba customer service when mine did the same thing after a linux install.
1. Unplug the charger and remove the battery
2. Plug the charger back in
3. Hold the computer upside down and turn it on
this has worked for me every time it won't start like that
TRY TO REMOVE THE BATTERY AND JUST PLUG THE CHARGER ON IT AND ON POWER. SWITCH IT ON. IF IT TURNS ON THEN YOU SHOULD KNOW THAT YOU NEED A NEW BATTERY OR IF IT DOES NOT, TAKE IT TO A COMPUTER SPECIALIST TO CHECK ANY HARDWARES THAT ARE NOT FUNCTIONING.

I have tried plugging just the power cord in without the battery and still nothing. Computer is on 14 months old. Does anyone know where I can find a disassembly manual online? Tried Toshiba site and was unsuccessful.
